The disadvantage is that it is a buy option, but there are a growing number of business models that require you to pay before the end of the game. When I want to know if a game is legal on Steam, I always look for “latest reviews” rather than “all reviews”. You can often see people complaining about the game in recent reviews. The developer is playing an early access game, the cash flow is weak and they "release" incomplete 1.0, others never work on it.
So at least it's nice to see Kickstarter accept the issue. They have recently changed their rules for carrying out many projects . You must now complete at least 4 Kickstarter projects to run multiple Kickstarter campaigns and again the number is limited (this number is for games 3). The content creator must complete their previous projects before returning to Kickstarter for cash. Innovations cannot create a second campaign only when they have no money to complete the first project.
There is no special protection against Steam fraud. They have a regular refund policy but this is not played for more than 2 hours and you bought it in less than 2 weeks. So if you buy a pre-release game you may find it incomplete, but expect a never-ending update and you may not get your money back.
